  11. <p>   Syria continued in 1991 to provide support and safehaven to
  12. a number of groups that engage in international terrorism.
  13. However, it is not known to have sponsored any international
  14. terrorist attacks outside Lebanon since 1987. Several radical
  15. groups, including the notorious Popular Front for the Liberation
  16. of Palestine-General Command (PFLP-GC), maintain training camps
  17. or headquarters inside Syrian territory. In addition, areas of
  18. Lebanon's Bekaa Valley controlled by Syria provide sanctuary
  19. for a wide variety of groups engaged in terrorism, including
  20. factions of Hizballah, the PIJ, the ANO, the PKK, the JRA, and
  21. Dev Sol.
  22. </p>
  23. <p>   During Desert Shield/Desert Storm, the Syrian Government
  24. seemed to have restrained groups over which it has influence.
  25. Nevertheless, there were a number of terrorist incidents in
  26. 1991 attributed to groups based in Syria and in Syrian-
  27. controlled areas of Lebanon, particularly against Israel.
  28. Damascus tolerated the presence of active PKK and Dev Sol
  29. training camps in the Bekaa Valley and permitted the PKK to
  30. maintain its headquarters in Damascus. Dev Sol killed three
  31. Westerners, including two Americans, in terrorist attacks in
  32. 1991. The PKK was responsible for dozens of terrorist incidents
  33. in Turkey, including for the first time the kidnapping of
  34. Americans and other Westerners.
  35. </p>
  36. <p>   Various press sources reported that noted terrorist Ilich
  37. Ramirez (Carlos "the Jackal") lived in Damascus during most of
  38. 1991. There are unconfirmed reports that he was expelled from
  39. Syria in November, but he may have returned in December.
  40. </p>
  41. <p>   Syria facilitated the release of nine long-held Western
  42. hostages who were held in Lebanon.
